The 34 agreements concluded within the CPA and agencies include a number of common items, including fundamental economic increases and other monetary and non-monetary elements. The employer proposes to negotiate improvements for the PA group similar to those negotiated to date with 34 federal public service groups. The employer`s detailed position on the various pending positions is in Parts III and IV of the employer`s mandate. At the beginning of this round of negotiations, the government made it clear to all negotiators that retroactivity and implementation of the agreements are key issues, given the continuing challenges associated with the Phoenix compensation system and the implementation of agreements reached in the previous round of negotiations. 34 While I accept the well-said arguments of the employer`s counsel, my interpretation of section 6.2 may relate to other parts of the CEF that deal with the employer`s decision to offer CCAs or other options, I believe that it is more difficult to negotiate a new section smoothly and to include it in a long-standing agreement than to harm other secondary sectors of the CEF. The parties agreed to create a task force consisting of a steering committee and a technical committee to develop a new staff welfare plan. The plan included income replacement parameters, treatment of existing health insurance banks and changes to sick leave in PSAC collective agreements, with wage provisions. As shown in Table 4 below, PSAC`s monetary policy proposals are important; they represent a total current cost of approximately $1.8 billion, or 28.2% of the PA group`s salary base in 2018. These include an annual increase of 3.25% over three years and a total salary restructuring of 7.51 per cent corresponds to an overall increase of 28.92 per cent over the PA`s salary base in 2018. The employer is committed to completing and completing the review and overhaul of the pa Occupational Group (OGS) structure, including the development of employment evaluation standards for pa Occupational Group.
4.1.3 When a recycling opportunity has been identified, the deputy director of the department or home organization authorizes up to two (2) years of recycling. Retraining may apply when a staff member is considered for the appointment or availability of a reasonable job offer, i.e. for an equivalent group and level position or group (1) and below the surplus position. For the workers concerned, retraining should be provided for jobs that would be considered an appropriate job offer if the worker had surplus status. Due to the implementation of our new collective agreements and retroactive compensation, we anticipate a delay, but the employer is committed to assessing these priorities in order to address Phoenix`s damages as quickly as possible. In 2016, an agreement was reached between the parties outside the collective agreement to address significant challenges with Phoenix`s payroll system. The new PA collective agreement will cover a timetable for low- to moderate economic growth. In addition, there are negative risks associated with the economic outlook, which could lead to weaker labour markets and lower-than-expected wage growth. Given near-record interest rates in major industrialized countries and signs of a deteriorating global outlook, the focus will be on maintaining an affordable level of federal compensation for the country`s economic performance to enable the government to meet its fiscal commitments and better respond to future economic uncertainties. Through sound and good faith negotiations, the Canadian government has concluded 34 agreements during this round of negotiations, which include more than 65,000 employees of the federal public service.
